The WA State budget legislation was passed and signed by the Governor thereby RESTORING $5.5 million of Nonhighway and Offroad Vehicle Activity (NOVA) funds that were previoulsy stolen away from you and given to State Parks!
One of your CLOUT Administrative volunteers attended a Town Hall meeting with his two personal WA legislative Representatives yesterday. One of those Representatives told him frankly that most legislators don't care one way or the other about NOVA. However, he said "They all had to care about
NOVA because of the great number of emails they received from their individual Constituents."
Your emails also made the difference in getting SB 5800 passed which restores your ability to obtain a WA street license plate for properly converted dirt bikes!
YOU also insured that your ORV tags will be honored for use of DNR lands even though the DNR bureaucrats did not want to honor ORV tags after we had been the only users paying to use DNR Public Lands for almost 40 years! They wanted to double charge OHV users by also requiring you to purchase the new Discovery Pass for your OHV! How's that for gratitude, NOT! YOU made them pay attention!
Approximately 2,500 Bills were considered during the 2011 WA legislative session. Only 400 of them passed. YOU insured that 3 of the Bills PASSED were OHV Positive and that 0 of the Bills passed were OHV Negative! Way to go!
Your politically active OHV volunteers are right now looking into the potential impact of Initiative 1125 on future OHV related funding. They are also discussing various strategies to obtain legal use of nonhighway roads (and possibly some secondary roads) for non-street legal OHVs, e.g. quads, dirt bikes, side-by-sides and off road only 4WD. This would allow those
OHVs to legally use forest roads, etc.
In the 2011 legislative session the WA Off Highway Vehicle Alliance (WOHVA) www.wohva.org initially supported SB 5366 which would have allowed quads on forest roads. However, it was subsequently amended in a way that threatened existing OHV use and WOHVA had to withdraw support for the amended Bill. The problems are WSP Captain Berry who says allowing quads on roads is dangerous and some key members of the House Transportation Committee that strongly oppose the bill. Those key members will again use
the common method of poison pill amendments to kill it unless we have sufficient constituent input to them to obtain their support.
