Trail Advisory Group Meeting of Dec. 6, 2012.
NOTE> These minutes are posted as I ( David Huttula ) recorded in my notes of the meeting. This is not likely to be 100% accurate as that would require each word be posted here. Here is my report as I understood the proceedings of the meeting.
DNR Personnel Update. OK was received to hire Christopher Briggs to replace Laura. Also OK'd was the hiring of a 2nd person whose time will be split with 30% of that persons time being used for Recreation Projects and Work.
Volunteer Time Sheet Protocol. Date and Time must be recorded on the form ( either group or individual type forms ). Hours may be rounded up to the next 1/2 hour. i.e. 4 hours and 10 minutes may be recorded as 4.5 hours. Forms need to be returned to DNR in a timely fashion. Envelopes available at TAG meetings and through Nick Cronquist nick.cronquist@dnr.wa.gov
Forest Watch is acceptable for Discover Pass Voucher hours and also will be needed to match for Education and Enforcement grants. These hours needed in addition to the following hours.
Grant Funds Require Volunteer Hours. Because of the very successful grant request process of the DNR,,, and because we have not yet actually started building trails,,, the DNR has a serious shortage of the needed volunteer hours required for receipt of the grants that have been awarded. Based on $14.00 per hour for general labor value, and the $29,000.00 matching funds ( paid for by volunteer hours ), The Motorized Recreation portion of grants needs 2071 hours of volunteer work DONE by June 30, 2013. AND, without us building trails,, this may be tough. It was suggested that We ( Pistons Wild ) should help both Jones Creek and Bradley Trail areas.
Pistons Wild added a Bradley Trails forum thread and gave Dirt Church the needed information to populate that thread with upcoming work parties so we could organize and help them.
Upcoming Grants in the application process also look good for the next stage of the Yacolt Burn Trail Project as we have rated in the upper spots for several grants for Maintenance and Operations, Stage 2 Trail Project, and Education and Enforcement.
Jones Creek Trail Riders also applied for and received grants under their own name and will be recording their hours directly toward those grants. This will further limit the number of hours that will count toward the above needed number.
Regarding our Trail Project... Plans are being written for permits and habitat plans. Clark County has written off ( not requiring) that our Trail Project allow for the accessibility of emergency vehicles. ( ambulance and fire trucks ). This is great, as we want Trails, Not Roads.
Regarding Bradley Trails,, Josh, of DNR reported that several Kit Bridges are now IN. Gravel for approaches needs to be added and several other volunteer opportunities are available.
Other reports were also made but did not directly effect our project so I will not post them here.
Corrections or additions to my report may be written by others who would like to further this report. Questions are also invited as my notes do contain more information than I have posted.
