The Nonhighway and Off-road Vehicle Activities (NOVA) program provides funding to develop and manage recreation opportunities for such activities as cross-country skiing, hiking, horseback riding, mountain bicycling, hunting, fishing, sightseeing, motorcycling, and riding all-terrain and four-wheel drive vehicles.
You can thank the political action committee of WOHV for getting the full $13 million. Some earlier versions of the legislation only allocated $11 million. They were surprised that WOHVA caught that and called them out on the attempt to rip us off to the tune of $2 million.
