The Northwest Oregon Forest Protective Association (Tillamook and Clatsop State Forests and other ODF protected lands) will be entering into Regulated Use Closure effective at 0100 hours (01:00 am) on Saturday, July 22, 2017.

These regulations affect the public while on forestland in the district and specify that:
• Smoking is prohibited while traveling, except in closed vehicles on improved roads.
• Open fires are prohibited, including campfires, charcoal fires, cooking fires and warming fires, except at designated locations. Use of wood burning devices, used in conjunction with temporary dwellings, including tents and trailers, is prohibited. Portable cooking stoves using liquefied or bottled fuels are allowed.
• Non-industrial use of chain saws is prohibited, between the hours of 1:00 p.m. and 8:00 p.m., in areas subject to Industrial Fire Precaution Levels I and II. Chain saw use is permitted at all other hours if the following fire fighting equipment is present with each operating saw: one shovel and one 8 ounce or larger fire extinguisher or suppressant. Chain saws must be equipped with a spark arresting screen (.023”). A fire watch is required for one hour following the use of a saw.
• Non-industrial use of chain saws is prohibited in areas subject to Industrial Fire Precaution Levels III and IV.
• Use of motor vehicles, including motorcycles and all terrain vehicles, is prohibited, except on improved roads and designated trails.
a. Exception: Off Highway Vehicles (OHV) are permitted in the following areas under Industrial Fire Precaution Level (IFPL) 1 and 2 and prohibited under IFPL 3 and 4:
i. State Forest Land: Jordan Creek Basin, Rogers Basin, Trask Basin, Daimond Hill OHV Area, and Nicolai Mountain OHV Area.
ii. BLM: Nestucca Motorcycle Trail Area within the Northwest and West Oregon Forest Protection Districts. Note: A small portion of the Nestucca Trail Area is located within WO-1. For this purpose only, this area will follow NW-3 Fire Regulations.
iii. OHV Designated Areas Map (Tillamook Forest)
iv. OHV Designated Areas Map (Clatsop Forest) Possession of the following fire fighting equipment is required while traveling, except on state highways, county roads and driveways: one shovel and one gallon of water or one operational 2½ pound or larger fire extinguisher.
a. Exception: Off Highay Vehicles (OHV) are permitted to travel without tool, water, or extinguisher requirements when operating on designated trails within the designated areas.
• Use of fireworks is prohibited.
• Cutting, grinding and welding of metal is prohibited.
The State Forester or an authorized representative may, in writing, approve a modification or waiver of these requirements.
These restrictions shall remain in effect until replaced, suspended, or terminated by an additional proclamation of the State Forester or an authorized representative.
Maps of the subject area may be viewed at the State Forester's Office, in Salem, Oregon, and at principal offices of the Forest Protection District.
Definitions of words and phrases used in this proclamation may be found in ORS 477.001, OAR 629-041-0005.

The Chainsaw restrictions, OHV restrictions and OHV maps are now incorporated into the Regulated Use Closure Proclamation. The Tillamook State Forest OHV Designated Area Map says 2016, but the area has not changed and is still valid for 2017.
Fire Season was declared at 0100 hours (01:00 am) Monday, July 10, 2017. Industrial Fire Precaution Level Zones NW-1, NW-2 & NW-3 are at Level 1. This includes all lands protected by the Northwest Oregon Forest Protection District and all forestland within one-eighth mile thereof.
Level I: Closed Season
Fire season requirements are in effect. In addition to other fire prevention measures, a Fire Watch is required at this and all higher levels unless otherwise waived.
Fire watch waiver is in effect:
IFPL 1 = 1 hour
IFPL 2 = 2 hours
IFPL 3 = 3 hours
IFPL 4 = Shutdown
